Minutes of the April 24, 2007
Barrington Area Council of Governments Executive Board
at the Village Offices of Lake Barrington.


Members present were K. Darch, Barrington; R. Abboud, Barrington Hills; G. Dawson, Barrington Township; S. Gifford, Deer Park; D. Nelson, Cuba Township; K. Richardson, Lake Barrington; B. Sauer, North Barrington; F. Munao, South Barrington; and B. Gidley, Tower Lakes. Staff present was: L. Peterson and J. Agnoletti. Others present: K. Leitner, J. Lawler, G. Massuda-Barnett, V. Plotkin, C. Pokorny, K. Thomsen, J. Heinz, and J. Abbate.

The Board meeting was called to order by Chairperson Gifford at 7:14 P.M.

Minutes
Peterson indicated that "Adjournment of Executive Board Meeting" should read "after a motion by Sauer and second by Abboud." Gidley noted the word "resigning" should be replaced with "retiring" under the Tower Lakes President's report. Nelson moved and Abboud seconded to approve the Minutes of the March 20, 2007 meeting with the corrections. Motion passed unanimously.

Treasurer's Report
Motion to approve the April 24, 2007 Treasurer's Report was unanimously approved by roll call vote following a motion by Sauer and second by Abboud.

Public Comment/Community Report
None

Emergency Management-Pharmaceutical Distribution: Coordination with County Health Departments
Chief Jeff Lawler, Barrington - Inverness Police Department, mentioned Village President Darch asked him to invite representatives from the Cook, Lake, Kane and McHenry County Health Departments to tonight's meeting. The representatives from Kane and McHenry counties could not make it to tonight's meeting. He introduced Gina Massuda-Barnett, Cook County Health Department, and Victor Plotkin, Lake County Health Department. Massuda-Barnett gave a PowerPoint presentation about regional prophylactic distribution for Cook County. Victor Plotkin explained Lake County's pharmaceutical distribution process using polling places as public distribution sites. BACOG members asked questions regarding notification to the public, distribution to first responders and communication with local government officials. Concern was expressed over residents' lack of knowledge of where their polling places are and the changes in locations for polling places. Concern was expressed by a number of members who were not notified regarding the first responders' stockpile. Discussion was held on distribution points for the Barrington area. Munao commended Cook County for working with him to become familiar with the emergency response management process and encouraged members to actively participate. Massuda-Barnett noted municipalities within more than one county should choose a primary county to work with and have a solid plan in place. Plotkin stated he would communicate tonight's concerns and that municipal leaders will be invited in the future to join representatives from fire and police departments and township governments to discuss the distribution process.

IMS Presentation
Information regarding the BAGIS Internet Mapping Site (IMS) was distributed. Connie Pokorny, BACOG GIS Analyst, demonstrated the BAGIS IMS. Agnoletti explained the BAGIS IMS contains BACOG-specific information not held by the counties and that it is a broad tool with opportunities for expansion.

Groundwater Presentation
Agnoletti introduced Dr. Kurt Thomsen, KOT Environmental Consulting, Inc. Thomsen has volunteered many hours to work as the Chief Advisor for the BACOG Groundwater Resources Study. Dr. Thomsen noted there are three parts to the study: define the groundwater system, model the system, and plan. The study will answer planning questions: Where is the water? How much water is there? Are we using too much? He noted the stratigraphic maps defining the groundwater system are complete and answer the question, "Where is the water?" BACOG has recruited a graduate student to determine the water budget (quantity of water) this summer. Thomsen explained the process of how the stratigraphic maps were developed using existing information and working with the ISGS and ISWS.

Connie Pokorny, GIS Analyst at BACOG, presented several maps. Munao asked if the maps will be available on CD. Agnoletti stated all maps will be presented to BACOG members soon, and BACOG staff will work with members now to provide maps for specific project and development needs. A report with the maps will be published this year that will have narrative explaining the maps and it will contain information on current and projected consumption. Planned work for next year includes an integrated groundwater flow model to be developed to determine the effects of changeable variables. Agnoletti said public policy will be studied and recommended to address topics such as conservation of water and protection of recharge areas. Pokorny presented the 3D model of the 640 square mile study area and explained the process of how the model was developed.

John Heinz, Village of Barrington Director of Public Works, commended Dr. Thomsen for donating his time, Pokorny for her talents and Agnoletti for her vision in developing the BACOG Water Initiative and study. He stated modeling is a huge expense especially for such a large area and that BAGIS has been an important tool that was used recently to help determine well sites for the village. He said it is a phenomenal asset for making good decisions.

Abboud encouraged BACOG to work more closely with CMAP which is moving quickly on planning components relating to groundwater. Discussion was held on the CMAP groundwater taskforce's approach. Darch suggested the BACOG model be showcased at the Groundwater Taskforce's meeting that Barrington is hosting in June 2008.

Legislative Issues
Agnoletti thanked Barrington Hills for providing the lobbyist for several BACOG-area bills. Agnoletti reported on BACOG's initiative, HB 1622 Municipal Code - Extra-Territorial Planning Jurisdiction. She asked members to contact the bill sponsor, Rep. Mark Beaubien, to thank him and to encourage him to move the bill to vote by Friday. She thanked Abboud for writing the white paper on the electric industry. She distributed a letter from Sen. Peterson in response to the paper and reported on SB 1592 Electric Rates. Agnoletti also reported on HB 1500 Telecommunications and other bills of significance. She asked members to contact her if they are interested in having another Lobby Day on May 2nd.

Finance Committee Report
Finance Committee member Sauer reported the committee is making a recommendation to include an option to hire a full-time GIS Analyst. A sub-committee was formed to examine the costs and structure of the option further. Sauer moved and Dawson seconded the motion to include in the proposed budget for consideration an option to have the GIS Analyst on a full-time instead of part-time basis at an amount not exceed $65,000. Motion passed by voice vote. Agnoletti reported she developed the full-time proposal at the Finance Committee's request and explained that as full-time, the Analyst would continue work on the groundwater project, manage BAGIS, do general GIS, and work for member governments individually through a consortium. Discussion was held on the consortium portion of the option. Agnoletti will send information regarding the GIS Analyst budget options to the board pursuant to Munao's request.

Sauer noted some of the items included in the proposed budget. Sauer moved and Gidley seconded the motion to encourage all BACOG members to utilize the BAGIS program as much as possible to create a seamless program. Motion passed by voice vote.

Dawson mentioned the township has completed its budget process and asked what the assessment would be with the full-time GIS Analyst option. Peterson provided the amount. Sauer noted the increase in his assessment if the full-time proposal is approved. Several members mentioned they are in their budget process. Discussion was held on the timing of the BACOG budget process and members' fiscal year. Abboud moved and Nelson seconded the motion to direct Agnoletti to investigate changing BACOG's fiscal year.

Peterson reported the proposed revised Policy on Assessments was distributed with the meeting packet. She asked members to review it with their respective boards. Adoption of the revised policy will be on next month's agenda.

Cook County Judicial Advisory Council/Intergovernmental Committee Invitation
Agnoletti and BACOG officials have been invited to participate in the Cook County Intergovernmental Committee which focuses on governance on homeland security and grant funding. Agnoletti asked if any members were interested in participating. Dawson stated he is representing Barrington Township and offered to represent BACOG. Munao expressed interest in representing BACOG but would like more information regarding the committee. Agnoletti will share his request with the Cook County contact.

Resolution Honoring Brian Gidley
Gifford read the resolution honoring Gidley's service with BACOG. Acceptance of the resolution passed unanimously after a motion by Nelson and second by Sauer.

Presidents' and Supervisors' Reports
North Barrington: Sauer reported he was re-elected as Village President and that there will be three new trustees on the board.
Cuba Township: No report.
Barrington Hills: Abboud reported Ted Horne is retired as trustee and will be replaced by a newly elected trustee. The village is working on the same land use issues mentioned in previous meetings and looking at substantial changes to village hall. He reported Barrington Countryside Park District is considering installation of a cell tower.
Deer Park: Gifford reported there was a preview of the barn on Vehe Farm on April 14th. Construction of the Hampton Inn & Suites will begin this summer.
Lake Barrington: Trustee VonderHaar reported the open space bond advisory referendum passed. The village is moving forward on the issue within the next two weeks. Two new trustees were elected and a third will be replacing Trustee Carl Smith who is resigning in May. The Plan Commission will see the revised site plan for the sports complex at its next meeting. Scrap metal is being removed from the salvage yard site.
Tower Lakes: Gidley introduced Village President-elect Kathleen Leitner.
South Barrington: No report
Barrington: Darch reported "Rid Litter Day" is on Saturday.
Barrington Township: Dawson reported the township has adopted a battalion in Iraq. The township has extended the collection time because their duty has been extended to October.

Director's Report:

Agnoletti reported on the following:
  • Newly Elected Officials Training with Metropolitan Planning Council (MPC): Members noted whether or not they would be interested in officials a training conducted by MPC for BACOG.
  • Flint Creek Watershed Partnership: The GIS Analyst is working on the open space inventory that is BACOG's in-kind donation to FCWP for the grant.
  • Barrington Hills Conservation Trust: An email was sent to members requesting two copies of their most recent comprehensive plans be sent to the BACOG office.
  • C2000 Grant Application: Fox River Ecosystem Partnership representative indicated BACOG's proposal ranked very well at 40 points out of 50 possible. Rep. Beaubien is providing support.
  • Federal Groundwater Funding Efforts: The meeting with BACOG's lobbyist and aides from Senator Durbin's, Senator Obama's and Representative Bean's offices will be rescheduled. Dawson, Sauer, and Leitner expressed interest in attending the meeting.
  • Planning Group - Agnoletti will contact members to schedule a meeting.

Committee Reports:
Legislative Committee: Meeting will be scheduled.
GIS Committee: The committee is meeting May 1st to review the budget. Peterson mentioned comments regarding the IMS system is due at the beginning of May.
Nominations Committee: Meeting prior to the May 22nd BACOG meeting at 6:45 p.m.
Finance Committee: Meeting prior to the May 22nd BACOG meeting at 6:00 p.m.
The May 22nd meetings are at the Village of Barrington Hills.

Adjournment of Executive Board Meeting

The Executive Board meeting was adjourned at 10:05 p.m. after a motion by Sauer and second by Nelson. Motion passed unanimously.
