Minutes of August 22, 2006 Barrington Area Council of Governments Executive Board at the Village Offices of Barrington.
Members
present were K. Darch, Barrington; G. Dawson, Barrington Township; B.
Abboud, Barrington Hills; S. Gifford, Deer Park; D. Nelson, Cuba
Township; J. VonderHaar, Lake Barrington; B. Sauer, North Barrington;
and B. Gidley, Tower Lakes. Members absent: South Barrington. Staff
present were: J. Agnoletti and L. Peterson. Others present: M. Alvarez.
The Board meeting was called to order by Chairperson Gifford at 7:05 P.M.
Minutes Dawson
moved and Darch seconded the motion to approve the Minutes of the
August 22, 2006 meeting. Darch indicated the second sentence in the
Director's Report under the discussion of the Lake County's
consideration to ban smoking should read, … "adopting the state's Clean
Air Act at a minimum and will decide whether to adopt it with further
restrictions." Motion passed unanimously.
Treasurer's Report Abboud
entered the meeting. Motion to ratify the July Treasurer's Report made
by Sauer and seconded by Nelson. Motion passed unanimously by roll call
vote. The August 22, 2006 Treasurer's Report was unanimously approved
by roll call vote following a motion by Nelson and second by Darch. Public Comment/Community Reports None.
Federal Issues Update: COPE Act, Transportation Agnoletti
introduced Michael Alvarez, Outreach Coordinator, Senator Barack
Obama's office. Alvarez indicated the COPE Act passed out of the Senate
Commerce Committee and that Senator Obama is fully aware of the
ramifications to municipalities. He advised the Board to contact and
educate state legislators of the Act. Alvarez addressed groundwater
research funding. He advised efforts to request federal funding should
begin now for next year's appropriation process. Discussion was held on
strategies to garner funding. Alvarez noted he discussed creative
funding sources with Agnoletti earlier in the day and offered to
provide letters of support on BACOG's behalf. Alvarez talked about
transportation issues including Metra commuter lines and the Rt. 53
extension. Darch spoke of the proposed increase in commuter rail
service, its impact on the traffic in the downtown Barrington area and
the need for grade separations where rail lines cross roadways.
Transportation Agnoletti
distributed and reviewed information regarding the comment periods for
several Chicago Metropolitan Agency for Planning (CMAP) documents and
the Lake County Transportation Summit. Agnoletti noted the Board's
direction to her up to now has been very low or no priority to
transportation issues except for the support of the Rt. 53 extension
and opposition to the E J & E rail conversion. Agnoletti referenced
earlier discussions by the Board and asked if the Board wished to
consider their position on transportation for the BACOG area to be more
pro-active as other agencies and other governmental entities are
placing more focus on dealing with transportation issues for the larger
region. Agnoletti offered several options and discussion was held on
how to approach the consideration of developing a position. The Board
came to a consensus to dedicate one hour on transportation at the
October meeting and to invite Mike Walczak from the Northwest Municipal
Conference to give a presentation. Abboud moved and Nelson seconded for
BACOG to submit a letter, under the Executive Director's signature, to
CMAP, with a copy to IDOT, requesting funding for planning and
engineering of grade separations in the three areas where the rail line
crosses roadways in Barrington with a focus on the rail crossing at Rt.
59; and that a copy be sent to the FRA requesting matching federal
funding. Motion passed unanimously.
BACOG Committee Roster and Designated Alternates List The
roster and list were distributed with the packet. Gidley indicated Anna
Lise Barrie is resigning as Tower Lake's member on the BACOG Water
Resources Committee (WRC) and that Robert Brown will replace her.
Motion made by Nelson and seconded by Dawson to approve the Committee
Roster and accept the Designated Alternates List, with Robert Brown
replacing Annalisa Barrie on the BACOG WRC, passed unanimously after
voice vote.
GIS Committee Recommendation: BAGIS ArcIMS/Demonstration Agnoletti's
memo outlining the recommendations was distributed with the packet.
Agnoletti highlighted the recommendations to expand the usability of
BAGIS through development of an internet application (internet mapping
service, or IMS), to release an RFP with certain parameters, and to
reallocate the money in the BAGIS Budget for training for one year only
for the one-time website creation cost. She noted the advantages of an
internet application for BAGIS and gave a demonstration of a municipal
IMS site. Darch moved and Dawson seconded to accept the recommendations
of the GIS Committee for the BAGIS program, including moving to an
ArcIMS application, as outlined in the staff memo of August 18, 2006.
Motion passed unanimously by voice vote.
Presidents' and Supervisors' Reports North
Barrington: Sauer indicated the board will be considering removing
driveways from the calculation for the Lot Coverage Ratio Ordinance. A
questionnaire regarding leaf burning will be distributed to residents
in October. Frank Tripicchio, the new trustee will be reviewing the 10
year road maintenance plan. The village is investigating a substantial
increase in salt level in Honey Lake. Lake Barrington: Trustee
VonderHaar reported the Kelsey Road Bridge is open. Public hearings for
the updated comprehensive plan will be held in September. The new
Tallgrass residential subdivision is readying for next year's Parade of
Homes. Trustee VonderHaar recounted her efforts to have a local salvage
yard business closed and cleaned up. Barrington Hills: Abboud
thanked BACOG members for their support regarding the McHenry County
ZBA hearings for the Barrington Farms development. The McHenry County
ZBA unanimously declined the developer's plans and the recommendations
of the county's Planning Department. The village is concerned with the
direction of the McHenry County 2030 planning process. He noted BACOG's
efforts regarding the ZBA hearings and the 2030 Plan were successful.
Abboud, who is the Chairperson of the McHenry County Council of
Governments (MCOG) Legislative Committee, stated McCOG is picking up
disconnection as a key legislative item. He reported on the Iatorola
disconnection, the proposal for 2-4 more cell towers in Barrington
Hills and consideration to reannex the disconnected property. He
thanked Dawson and Richardson for their efforts regarding the McHenry
County ZBA hearing. Tower Lakes: Gidley reported the village is
reviewing its comprehensive plan with a goal to have it done by Fall
2007. The village is concerned with developers tearing down homes. Many
residents are stepping forward to volunteer for the village. He
anticipates the memorial for former Village President Kuskowski will be
completed by early October, and he thanked Cuba Township Highway
Commissioner Tom Gooch for his assistance. Barrington Township:
Dawson noted former Township Supervisor Martha Rush passed away. The
Township is planning a dedication for Rush. He highlighted dates for
the Cook County tax appeal process and a seminar for citizens regarding
that process. Barrington: Darch reported the We Do Care group is
hosting an all-day Freedom Fest at the Metra commuter station on
September 9th and a memorial service ceremony hosted by the village is
being held at Memorial Park at 9:00 AM on September 11th.
Agnoletti
stated Harper Community College mailed invitations for its September
6th Harper Community Night to BACOG member officials. She gave details
of the event.
Cuba Township: No report. Deer Park: Gifford
reported the village hired Attorney Paul Keller of Ancel, Glink,
Diamond, Bush, Dicianni, & Krafthefer, P.C. as its village
attorney. The village has also hired Jim Connors as its new Village
Administrator to replace Kari Diesen Dahl, who is retiring.
Director's Report
- Agnoletti thanked the Village of North Barrington for donating a copier to the BACOG office.
- South Barrington Conservancy Commission: She has assisted the commission with plan development and materials.
- Legislative:
Agnoletti attended the 7/28/06 IML Legislative Committee meeting.
Spring session and upcoming veto session bills were reviewed. The DROP
bill is expected to return in the veto session, Agnoletti will send a
letter of opposition. BACOG Legislative Committee: Agnoletti asked
members to start thinking about what they would like to see on the
BACOG Legislative Platform. Abboud noted MCOG is in the process of
developing their platform. They are reviewing the ethics, regional
planning and disconnection as well as school district/municipal issues
for their platform. Agnoletti will be attending the November IML
Legislative Committee meeting in Peoria.
- FPA Proposed Rules: Agnoletti asked for further input.
- Groundwater:
Progress is being made on analysis of recharge areas. Funds from the
Planning portion of the budget were spent on hiring two students to
prepare all of the well database files for analysis for several weeks
in the summer. Agnoletti reported she is helping the ISGS staff in
identifying drilling sites throughout the BACOG area for the ISGS
geologic mapping project.
Discussion was held on which members have appointed Ethics Officers/Committees.

Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 9:29 p.m. after a motion by Dawson and second by Nelson. Motion passed unanimously.
