Barrington Area Geographical Information System (BAGIS)

BACOG at Our Fingertips

Local governments normally require some form of geographic data when they receive a request from a homeowner, whether providing an address for an emergency response or obtaining street names for concerns over road repairs. BACOG members have a tool which provides comprehensive geographical data for a certain location or set of locations at a click of the mouse. The Barrington Area Geographic Information System, otherwise known as BAGIS, was introduced to the public in 2000.

BAGIS is a powerful computer mapping and data management system. Zoning, special districts, demographics, and other categories or “layers” of data can easily be gleaned from BAGIS. BAGIS can create customized maps by combining different specified “layers” of data at the user’s request. Trends, patterns and correlations are revealed through the visualization and analysis of geographic locations and the information, or databases, linked to those locations. Each participating municipality will also have the ability to input new data and more layers of information for its needs.

The creation of BAGIS was backed by BACOG and funded by a $100,000 state grant. With the cooperation of BACOG members, local service districts, and a GIS consultant, data was gathered and inputted for the seven-village, four-county area to create BAGIS. Data and software were distributed to the villages in 2001.

Recognizing the need to direct the future of BAGIS, BACOG created a GIS Committee last year to make recommendations to the Executive Board. The BACOG GIS Committee, comprised of one representative from each BACOG member governmental entity, addresses topics such as who will be the users of the system, distribution of data, standard operating procedures, and future maintenance and funding of the system.

BAGIS will help manage local government land use information and can be used for analysis purposes by many departments. This will result in more accurate forecasting, greater staff efficiency and faster response time to residents. For example, it can be used to optimize response times for emergencies, track sensitive environmental areas, or forecast materials and labor for road repairs. The applications are numerous for local government and regional planning and decision-making. Supported and administered by BACOG, BAGIS is bringing state of the art analytical tools to our area.

Internet Mapping Service (IMS)

BACOG expanded the Barrington Area Geographical Information System (BAGIS) to an Internet Mapping Service (IMS), which is now available to member officials and staff. The new IMS tool provides easier and broader access to mapped data such as roads, parcels, wetlands, trails, zoning and aerial photography. Janet Agnoletti, BACOG Executive Director, explained the BAGIS IMS is a powerful planning tool with opportunities for expansion. “Any local government that uses maps will find a far greater usability from digital maps. BAGIS and the new IMS help our communities analyze environmental and land use information and build new local maps in a very efficient way,” she said.

BACOG Receives 2005 Service Award
from the Illinois Geographic Information Systems Association

The Barrington Area Council of Governments (BACOG) was presented with a 2005 Service Award from the Illinois Geographic Information Systems Association (ILGISA) at the ILGISA Fall Conference on November 15th. ILGISA is a statewide organization of professionals in the GIS community that was formed 22 years ago as the technology of GIS was emerging. The ILGISA Service Award is presented to an individual or organization which has provided exemplary professional service or support to the GIS community.

Since 2001, BACOG has administered the regional geographic information system (GIS), called the Barrington Area GIS or BAGIS, which is a powerful computer mapping and data management system. The system has the ability to provide specific information and maps based on user queries. Trends, patterns and correlations are revealed through the visualization and analysis of geographic locations and the information, or databases, linked to those locations through BAGIS. Administration has been guided by the GIS Committee of BACOG which is responsible for developing policy and addressing the funding and maintenance of the system.

BACOG was honored for its work in creating a model for collaboration among governments, in order to encourage GIS integration and use in small governments, to better the quality of local GIS data and systems, to create a regional planning tool, to bring about professional development and training, and to achieve cost efficiencies. The project also provides opportunities for mentoring and mutual support among the local governments.

BACOG's member villages and townships were recognized for taking on the challenge of GIS and committing to its use in governmental operations. Past and current individual members of the BACOG GIS Committee were recognized for their dedication and insight:
