Minutes of February 27, 2007
Barrington Area Council of Governments Executive Board
at the Village Offices of South Barrington.


Members present were K. Darch, Barrington; R. Abboud, Barrington Hills; G. Dawson, Barrington Township; S. Gifford, Deer Park; D. Nelson, Cuba Township; J. VonderHaar, Lake Barrington; F. Munao, South Barrington; and B. Gidley, Tower Lakes. Members absent: North Barrington. Staff present was: L. Peterson. Others present: J. Abbate.

The Board meeting was called to order by Chairperson Gifford at 7:11 P.M.

Minutes
Darch moved and Dawson seconded to approve the Minutes of the January 23, 2007 meeting. Motion passed unanimously.

Treasurer's Report
Motion to approve the February 27, 2007 Treasurer's Report was unanimously approved by roll call vote following a motion by Dawson and second by Nelson.

Public Comment/Community Report

Barrington Area Geographic Information System (BAGIS) - Designated Users

Peterson distributed and read Agnoletti's "Report on Barrington Area Geographic Information System: Status and User Names". The report outlined status of the BAGIS update, BAGIS user names and passwords for access to the BAGIS IMS website, and the roll-out and training schedule. Discussion was held on access to the IMS and security of sensitive information. Training will be provided on April 3rd: training for officials will be held from 6:00 p.m. - 8:00 p.m., and training for staff will be held earlier in the day from 3:00 p.m. to 5:00 p.m.

Legislative Platform Issues

Darch reported she attended the Metropolitan Mayors Caucus meeting where information on SB750 Education Funding Reform was presented. She gave background on the bill and highlighted implications for the Barrington area. Dawson spoke about the Gross Receipts Tax legislation and the implications for businesses and consumers. Darch told the board about legislation that eliminates the tax cap for pensions for non-home rule communities. The IML supports this legislation. She cautioned that though it appears to be beneficial to remove the tax cap, it might result in future legislation to increase pension funding. Abboud attended a presentation of the Illinois Municipal League report on public employee pensions in Illinois. He underscored that underfunded pensions is a critical issue in Illinois. Discussion was held on actuarial calculations and the consequences for municipalities if this issue is not addressed. Abboud proposed forming an ad hoc committee to look at the pension issue. Darch suggested discussing the issue in the Legislative Committee instead. Peterson reported the following on behalf of Agnoletti:
1) The BACOG initiative was introduced by Rep. Mark Beaubien last week and is HB1622. Agnoletti is hoping to meet with Rep. Beaubien next week to discuss additional sponsors and strategy for moving the bill forward.
2) The joint legislative breakfast with Lake County Municipal League on February 3rd was well attended with ten BACOG representatives present. Agnoletti, Richardson and Abboud presented the platform and highlighted BACOG issues to the audience.
3) BACOG's Legislative Luncheon is on March 3rd. Six state legislators and 34 BACOG officials have confirmed they will attend.
Abboud reported on SB 1493 Disconnection Bill that Senator Pamela Althoff sponsored on behalf of Barrington Hills. He talked about BACOG's Lobbying Days which is scheduled for March 6th and 7th. Peterson announced BACOG is co-hosting a legislative reception and dinner with the McHenry County Council of Governments in Springfield on March 6th.

Presidents' and Supervisors' Reports
Cuba Township: No report.
Tower Lakes: Gidley reported the village is happy with the service it is receiving from the Cuba Township Highway Department.
Lake Barrington: Trustee VonderHaar also reported satisfaction with the service from Cuba Township Highway Department. A 350,000 sq.ft. sports complex with retail and office space was proposed. An advisory referendum will be on the April 17th ballot regarding a tax to acquire bonds to buy open land in the village.
South Barrington: Munao stated the Woods subdivision is scheduled to begin construction in May or June.
Deer Park: Gifford announced Crate & Barrel is opening at the Deer Park Town Center in August/September. He noted other well-known stores will be coming to the center. The barn at Vehe Farm is expected to open this spring.
Barrington Township: No report.
Barrington Hills: Abboud reported the village is happy with the service it is receiving from the Cuba Township Highway Department. The village has been focusing on land use and the CUSD 220/CUSD300 boundary issues. They are also working on plans to update the village hall.
Barrington: Darch noted the village's smoking ban for public places begins on March 1, 2007. The village's second session of the emergency planning workshop is on March 3rd at the Barrington Public Safety Building. All BACOG officials are invited to attend. The village approved the purchase of three buildings including the Barrington Realty building.
