Minutes of February 28, 2006 Barrington Area Council of Governments Executive Board at the Village Offices of Lake Barrington.
Members present were K. Darch, Barrington; S. Gifford, Deer Park; D. Nelson, Cuba Township; G. Dawson, Barrington Township; F. Munao, South Barrington; and B. Sauer, North Barrington. Members absent: Barrington Hills, Lake Barrington and Tower Lakes. Staff present were: J. Agnoletti and L. Peterson. Others present: J. Palmquist, B. Jenkins, L. Plum, D. Larson, R. Berg, M. Barnhardt and A. Stumpf.
The Board meeting was called to order by Chairperson Munao at 7:43 P.M.
Minutes Nelson moved and Dawson seconded the motion to approve the Minutes of the January 24, 2006 meeting. Motion passed unanimously.
Treasurer's Report The February 28, 2006 Treasurer's Report was unanimously approved by roll call vote following a motion by Gifford and second by Nelson.
Public Comment/Community Reports Keep 220 Great: Brian Jenkins of Keep 220 Great, a citizens committee supporting the CUSD 220 referenda, presented information supporting the need for funding for constructing a new middle school, the purchase of the HealthWorld building, renovation of Prairie and Station campuses, and funding for operating costs to staff and equip the new school. Lorraine Plum of Keep 220 Great gave a brief overview and the merits of the proposed Grade 5-8 middle school configuration.
Barrington Area Council on Aging (BACOA) Presentation - New Programs & Resources Joyce Palmquist, Executive Director, gave an overview of the programs and resources BACOA provides. She stated the organization would like to work collaboratively with BACOG members to communicate to area residents the services BACOA offers. She mentioned members and their staff would work with herself and Sarah Hoban of the BACOA office.
Illinois State Geological Survey Presentation Dr. Michael Barnhardt, Quaternary Geology Section, gave a PowerPoint presentation on the Central Great Lake Geologic Mapping Coalition. He stated that the Barrington area geology will be mapped over the next year and a half and explained the objectives, applications, importance and procedure of the geologic mapping. David Larson, Head of the Hydrogeology Section, gave a PowerPoint presentation on Aquifer Modeling. He explained how the data from the mapping would be converted to maps for 3-D hydro-stratigraphy modeling and analysis. The ISGS will be coming into the area to drill test wells, collect bore samples and create monitoring wells from the bore sites. The monitoring wells will be placed in isolated, public locations and will be padlocked. These wells will be used for water quality sampling and the water level will be measured over 5-7 years to provide data on water level fluctuations. Locations of the wells have not all been determined yet and can be provided to municipalities.
Presidents' and Supervisors' Reports Barrington: Darch reported a new road is being constructed at the new Jewel Tea Park. The village has hired a consulting firm to do a water study to look at long term supply and options as well as examining the need for and location of a new well. The village should have results in April. Darch suggested BACOG have a task force to re-examine emergency preparedness plans for the area. She spoke about the Citizens Emergency Response Team training the Barrington AM Rotary Club hosted. The board came to a consensus that Darch and Agnoletti should set up a Saturday morning meeting for May to be attended by BACOG presidents and supervisors only. Darch also suggested that BACOG communities have a resolution or come to an agreement not to entice existing businesses away from each other. The board came to a consensus that Darch will provide a proposed resolution for consideration by each member board. Deer Park: Gifford reported Dick Sporting Goods is anchoring the new development located across the street from the Deer Park Town Center at Rt. 12 and Long Grove Road. The Red Seal development received preliminary approval from the village board. Cuba Township: Nelson reported the Have a Heart Food Drive was held this month. The township has processed a lot of early voters. Barrington Township: Dawson mentioned the Have a Heart Food Drive was lighter this year and that the township is also experiencing a high number of early voters. He commended the Barrington-Inverness Police Department and Jr. Women's Club for the internet safety program they are holding. North Barrington: Sauer stated the village is looking at three small potential developments including a commercial development at Miller and Rand Roads. The village is looking at plans to restructure the computer and sound system at village hall. The village was contacted by a neighboring village regarding a request from a developer for development of an area bounded by an intergovernmental agreement. South Barrington: Munao stated the Arboretum should be open by October 2007.
Director's Report Agnoletti reported the following:
- The BACOG office has moved. The lease has been thoroughly reviewed but has not been signed yet. She is working with Ron Falese, Windfall Enterprises, and Todd Rieke, Rieke Office Interiors to obtain no- or low-cost shelving and furniture for the new office.
- A legal opinion regarding the applicability of the Open Meetings Act to BACOG was received from Zukowski, Rogers, Flood and McArdle. BACOG staff currently follows the OMA guidelines. A determination was made that it is a gray area and that there is no case law that subjects or exempts this type of an organization from complying with the Act. However, the legal opinion was that should BACOG decide not to comply, a case would be legally defensible based on the facts that BACOG is not a unit of government and is advisory only. A written opinion will be forwarded to BACOG members and administrators next week.
- It was also determined the landlord, not the tenant, would be responsible for complying with ADA laws. Discussion was held on alternatives BACOG staff can take for meeting with physically challenged people.
- The Village of Barrington Hills provided the website link to the company that provides automated traffic units: The BACOG office will distribute information from the website regarding the units.
- The Community Drug Prevention Coalition is meeting on Tuesday, March 7th from 3-5 pm. The parent survey currently has an 18.8% response rate. A town hall meeting regarding teen alcohol abuse is tentatively scheduled for April 12th.
Gifford announced Village Administrator Kari Diesen-Dahl is retiring and the village is seeking her replacement.
Committee Reports Finance Committee: Will be meeting prior to the BACOG Executive Board meeting on March 21st at 6:30 pm. The meeting is being held at the Village of Barrington Hills. GIS Committee: Participants of the beginner GIS training said it was excellent. Advanced GIS training is in the process of being scheduled for March. Water Resources Committee: The committee is meeting on March 15th. Agnoletti thanked the ISGS for their support of BACOG's efforts. Legislative Committee: A group of officials from BACOG attended Lobby Day in January. They visited with and were positively received by legislators from outside the BACOG area who are critical to bills that are important to BACOG. Dinner with area legislators was co-hosted with the McHenry County Council of Governments. Abboud spoke about disconnection and Darch spoke about eminent domain. Other issues of importance to BACOG were also presented, including affordable housing and the BACOG Platform. Letters regarding BACOG's positions on a number of bills were sent last week; BACOG members were copied. Agnoletti noted Action Alerts may be forthcoming in the future. The BACOG Legislative Committee reviewed all of the bills staff is tracking at tonight's meeting.
Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 9:35 p.m. after a motion by Nelson and second by Sauer. Motion passed unanimously.
