STANDING COMMITTEES


FINANCE COMMITTEE

The Finance Committee is a standing committee of the Executive Board authorized by the BACOG by-laws. Committee members are Barrington Hills Village President Robert G. Abboud, Cuba Township Supervisor David Nelson, North Barrington Village President Albert Pino, Tower Lakes Village President Kathleen Leitner, Village of Barrington Trustee Jim Daluga, Lake Barrington Trustee Chris Mitchell and BACOG Treasurer Bob Casey.

The Finance Committee submits an annual budget and assessment schedule for board approval and recommends a firm of Certified Public Accountants to make an annual audit. The committee meets as scheduled.

LEGISLATIVE COMMITTEE

The BACOG Legislative Committee was re-established in July, 2002. The committee is a standing committee of the Executive Board authorized by the BACOG by-laws. Committee members include Barrington Village President Karen Darch, Barrington Hills Village President Robert G. Abboud, Barrington Township Supervisor Eugene Dawson, Lake Barrington Village President Kevin C. Richardson, North Barrington Village President Albert Pino, Tower Lakes Village President Kathleen O. Leitner, Deer Park Village Trustee Keith Olson and South Barrington Trustee Joseph Abbate.

The Legislative Committee considers local issues, bills under review by the Legislature, and works with the village and township boards to obtain support for the 2011 BACOG Legislative Platform approved unanimously by the BACOG Board in January 2011. The Committee also develops general strategy for communicating and working with area legislators including county, state and federal officials. The BACOG Executive Director acts on the platform through lobbying and planning special events. The Legislative Committee meets as scheduled.

NOMINATIONS COMMITTEE

The Nominations Committee is a standing committee of the Executive Board authorized by the BACOG by-laws. Committee members are Village of Lake Barrington President Kevin Richardson, Barrington Township Supervisor Eugene Dawson, and Village of South Barrington President Frank Munao.

This committee consists of four members of the council who recommend a slate of officers for the ensuing fiscal year and makes recommendations for the filling of vacancies in the officer positions as they may occur. The committee meets as scheduled.

SPECIAL COMMITTEES

BACOG GIS COMMITTEE

The Barrington Area Council of Governments (BACOG) authorized the formation of a “BACOG GIS Committee” to discuss issues and make recommendations to the BACOG Board regarding the Barrington Area Geographic Information System (BAGIS). BAGIS is a digital computer mapping and data management system with the ability to provide specific information and maps based on user queries. The BACOG GIS Committee, comprised of one representative from each BACOG member village and member township appointed by the BACOG Board, addresses topics such as the users of the system, distribution of information, standard operating procedures, and funding and maintenance of the system. Representatives of BACOG area public entities and governmental bodies are encouraged to attend and participate in the discussions. BACOG GIS Committee meets as scheduled. BACOG WATER RESOURCES COMMITTEE

Groundwater quality and quantity are critical issues in the Barrington Area. Residents, many unique open spaces, and businesses are totally dependent on local natural resources to supply their water needs. Any threat to the quantity or quality of water in the aquifers—through overuse of wells or contamination from septic systems or high intensity uses—would threaten the public health, safety and welfare and our community structure. Knowing this raises many questions. How much water do we have? How deep are the shallow aquifers in the region? What is the economic value of our water resources?

The Barrington Area Council of Governments created a “Water Resources Initiative and Committee” (WRI) to answer these questions and to analyze the relationship of development to water resources. Currently, this initiative is developing and improving existing scientific data to support the linkage between land use and natural resources that has been the basis for planning for the past 30 years. BACOG has developed and continues to improve its 3D model of the shallow aquifer system, local characterizations of wells and groundwater, identification of critical recharge areas and public education on these important issues.  Click here to learn more.
