Minutes of January 23, 2007 Barrington Area Council of Governments Executive Board at the Barrington Township Office.
Members
present were K. Darch, Barrington; R. Abboud, Barrington Hills; G.
Dawson, Barrington Township; S. Gifford, Deer Park; D. Nelson, Cuba
Township; J. VonderHaar, Lake Barrington; F. Munao, South Barrington;
and B. Gidley, Tower Lakes. Members absent: North Barrington. Staff
present were: J. Agnoletti and L. Peterson. Others present: J. Abbate,
R. Chay, C. Chay, A. Barry and D. Barry.
The Board meeting was called to order by Chairperson Gifford at 7:04 P.M.
Minutes Dawson
moved and VonderHaar seconded to approve the Minutes of the November
28, 2006 meeting. Motion passed unanimously. Trustee Abbate was present
as alternate for South Barrington.
Treasurer's Report Motion
to approve the December 19, 2006 Treasurer's Report was unanimously
approved by roll call vote following a motion by Abboud and second by
Darch. Motion to approve the January 23, 2007 Treasurer's Report was
unanimously approved by roll call vote following a motion by Darch and
second by Abboud.
Public Comment/Community Report Deer Park resident Richard Chay asked the board to consider a group ban on smoking. Nelson entered the meeting.
Proposed 2007 BACOG Legislative Platform The
proposed platform was distributed with the packet. Members were
previously asked to review the platform with their respective boards.
Members reported on their boards' platform review. Motion to approve
the 2007 BACOG Legislative Platform passed unanimously following a
motion by Gidley and second by Abboud.
BACOG Legislative Events The
invitation flyer was distributed with the packet. Agnoletti reviewed
two upcoming events. BACOG officials are invited to join the Lake
County Municipal League for its February 3rd legislative breakfast.
LCML invited all Lake County municipal leaders and state legislators.
Agnoletti will present the BACOG platform and Legislative Committee
members will discuss selected issues at the event. BACOG is hosting a
legislative lunch following the Village of Barrington emergency
preparedness workshop on March 3rd at the Barrington Public Safety
Building from noon - 1:30 p.m. Six or seven of nine area legislators
have confirmed their attendance. Invitations will be mailed in the
coming weeks. Agnoletti encouraged strong attendance by BACOG officials
for the March event.
Conservation 2000 Program Grant Submittal A
summary of the C2000 grant application and proposal was distributed.
Munao entered the meeting. Agnoletti talked about the BACOG Water
Resources Initiative, gave highlights on groundwater research being
conducted by BACOG, and reported on the desire to use the well
volunteer network for water level measurement and monitoring for the
grant request. She reviewed the proposal and the project objectives and
noted the grant requires extensive reporting. Agnoletti asked members
for their input regarding benefits of the grant project for their
communities. Gifford asked Agnoletti if the grant project will create
time constraints on her other work. Funding for some of Agnoletti's and
the GIS analyst's extra time to meet the grant requirements is included
in the proposal.
Abboud and Darch, members of the CMAP
Regional Water Supply Planning group, reported on that group's last
meeting. Abboud feels CMAP would support the C2000 proposal. Agnoletti
asked to meet with Abboud and Darch about using BACOG as an example of
pilot work or to have funding go to the local level. Agnoletti gave a
status report on the groundwater project. Abboud offered staff help for
grant writing assistance.
Munao asked about sharing the
project and potential funding with the grant partner group, McHenry
County Defenders. Agnoletti explained how and where the project would
be conducted and that final details still need to be worked out. Munao
stated groundwater is a critical concern for this area and asked how
much this grant study will help with groundwater resources. Agnoletti
explained the value of current on-going water level monitoring against
baseline information and noted BACOG would focus on the groundwater
portion and the partner would focus on the natural area part of the
study. There was consensus among board members to proceed with the
grant application.
GIS Committee Recommendation: Barrington Area Geographic Information System Agnoletti
distributed a memo outlining the committee's recommendations and
reviewed the request for proposal process noting three consulting firms
were interviewed. A consultant was chosen and the contract for services
was negotiated to $14,288. The BAGIS budget for FY2006-07 is $14,000.
Motion to approve the consultant recommended by the GIS Committee and
to authorize the Executive Director to enter into a contract at an
amount not to exceed $14,288 passed with Munao abstaining, after a
motion by Abboud and second by Nelson.
Presidents' and Supervisors' Reports South Barrington: No report. Barrington
Hills: Abboud reported the village continues its legal work regarding
two property issues. The village approved lowering the speed limit to
25mph on village streets (only). They are working on an ordinance to
delineate services that the village provides which will follow the
chapter on revenues in the village code. BACOG staff was directed to
distribute the ordinance to members after it passes. Abboud urged
police chiefs to contact Barrington Hills Police Chief Murphy regarding
a full scale active shooter exercise that was conducted at Countryside
School. Barrington Township: Dawson distributed the township
newsletter and announced the Barrington Township/Cuba Township "Have a
Heart" Food Drive. He thanked the Village of Barrington for sending two
ambulances filled with food and supplies from Barrington and the two
townships to Louisiana. He recounted his experience of hearing from
residents' regarding their wells going dry during the drought. Dawson
gave BACOG a copy of the Cook County map. Barrington: Darch gave
highlights on the donation of four tons of food and supplies to two
towns in Louisiana as previously mentioned by Dawson. The emergency
management summit on pandemic flu response is on March 3rd, which is a
continuation of Dec. 9th summit. Notes from the last meeting will be
distributed prior to the summit. Lake Barrington: VonderHaar stated the comprehensive plan update is complete. Cuba Township: No report. Tower
Lakes: Gidley expressed appreciation for his board and plan commission
regarding their plan commission work. A resident survey is being
distributed. Gidley expressed concern regarding Lake County's plan to
close and relocate voting locations for some precincts for next
election. He noted the village is working on an intergovernmental
agreements. South Barrington: Munao asked if other village police
departments might be interested in sharing in the purchase of a
portable mobile target range to contact SBPD Chief Gruber. Darch
offered to discuss use of Barrington-Inverness Police Department target
range.
Director's Report: Agnoletti reported on the following:

Report to Member Boards: The board liked the end of year report given
by Agnoletti and agreed they would like this report in the future.
- Lake Zurich Fire Department Pandemic Flu Emergency Response Flu Meeting Video: Was distributed to members.

Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 8:24 p.m. after a motion by Dawson and second by Nelson. Motion passed unanimously.
