Minutes of March 18, 2008 Barrington Area Council of Governments Executive Board
Meeting at the Village Offices
of North Barrington.
Members present were K. Darch, Barrington; R. Abboud, Barrington Hills; G.
Dawson, Barrington Township; D. Nelson, Cuba Township; S. Gifford, Deer Park; K.
Richardson, Lake Barrington; J. Farrell, North Barrington; F. Munao, South
Barrington; and K. Leitner, Tower Lakes.
Staff present were: J. Agnoletti and L. Peterson. Others present: J. Abbate.
The Board meeting was called to order by Chairperson Gene Dawson at 7:16 P.M.
Minutes
Minutes of the February 26, 2008 meeting were distributed with the
packet. Nelson moved and Gifford
seconded to approve the Minutes of the February 26, 2008 meeting. Motion passed unanimously.
Treasurer’s Report
The March 2008 Treasurer’s Report was distributed with the packet. Motion to approve the March 2008 Treasurer’s
Report passed unanimously by roll call vote after a motion made by Gifford and
second by Nelson.
Public Comments/Community Reports No community reports
Legislative Committee Report
Leitner reported on
legislative activities during the BACOG Lobby Days. Several BACOG members traveled to Springfield March 5th - 6th and met
with key legislators and attended committee meetings where legislation of
interest to the Barrington
area was being considered. BACOG
co-hosted a reception and dinner with the McHenry County Council of Governments
for area and key legislators.
Abboud reported the Illinois
Municipal League (IML) is working with legislators on HB4905 (Rep. Beaubien) Pension
Reform. Senator Althoff has taken up
disconnection as a fundamental issue for local governments. Legislation was drafted but may not move out
of committee. The language might be added
to other existing bills with complementary issues. Darch stated she gave a presentation on
pensions to the Northwest Municipal Conference and that a former
Barrington-Inverness police officer will be meeting with the BACOG Legislative
Committee regarding the pension issue.
Director’s
and Committee Reports
The draft report was distributed. The final report will be emailed to BACOG
members tomorrow. Agnoletti reported on
the following.

Impact fees:
The draft amended ordinance language was received today and will be
reviewed at the next Administrators Roundtable meeting. After it is reviewed, Agnoletti will ask members
to place the amended ordinance on their respective agendas.

C2000 Grant:
The application was submitted with the McHenry County Defenders and the
Illinois Nature Preserves Commission as co-sponsors.

BACOG Presentation at National Groundwater
Summit: Dr. Kurt Thomsen is presenting,
“Citizen-based Ground Water Planning at the Sub-regional Level” at the National
Ground Water Association’s 2008 Annual Summit.

Finance Committee:
The committee reviewed FY07-08 encumbrances and budgetary issues and
needs for FY08-09. The first draft of
the FY08-09 budget will be reviewed at the next committee meeting. Next meetings are scheduled for April 22nd
and May 20th at 6:00 p.m. prior to the BACOG Board meetings.

GIS Committee:
The committee is meeting to develop a recommendation for the FY 08-09
BAGIS program.

Next BACOG Executive Board Meeting: Lake Barrington Village Hall at 7:00 p.m. on April
22nd

Agnoletti noted the Legislative Action Report
included in the Director’s Report reflects a small portion of the bills that
are being tracked by BACOG staff.
·
Agnoletti will be out of the office from March 19th
– March 26th.
Presidents’
and Supervisors’ Reports
Deer Park: Gifford noted the firm providing legal
services will be increasing attorney fees by 2.3%.
South Barrington, Tower Lakes,
Lake Barrington,
North Barrington: No report
Barrington Hills: Abboud reported the village is addressing
septic provisions for large commercial barns.
The village is going to revamp its code to address the increasing size
of structures.
Cuba Township: Nelson stated the township is addressing
funding issues for the rail acquisition issue.
The township would like to see funding support from all of the BACOG
communities. Dawson suggested it would be more appropriate
to discuss the topic during a rail coalition meeting. Agnoletti said it would be possible to
establish a fund for specific projects like the rail issue under BACOG’s
administration if this would be helpful.
Barrington: Darch invited the board to attend the next
Will & DuPage Counties’ rail acquisition meeting at 11:30 a.m. on April 11th
at Makray Memorial Golf Course. They are
hoping for one representative from each community. The group is not a merger of coalitions but is
working together to build stronger opposition.
Abboud stated Barrington Hill’s resolution opposing the acquisition was
sent to all of the participants from the initial meeting. Members indicated whether or not their
village adopted a resolution opposing the sale.
Darch reported and discussion was held on the Barrington area rail coalition’s efforts.
Barrington
Township: Dawson
reported a town hall meeting was held with unincorporated residents. He spoke to them about how their water use
impacts other areas. He raised a concern
for people who move snow from their property on to the street. Richardson
stated Lake Barrington has an ordinance prohibiting
removal of snow onto streets.
Adjournment of Executive Board Meeting
The Executive Board
meeting was adjourned at 8:17 p.m. after a motion by Richardson and second by Leitner. Motion passed unanimously.
