Minutes of the March 20, 2007
Barrington Area Council of Governments Executive Board
at the Village Offices of North Barrington.


Members present were K. Darch, Barrington; R. Abboud, Barrington Hills; M. Ryan, Barrington Township; S. Gifford, Deer Park; A. Rice, Cuba Township; K. Richardson, Lake Barrington; B. Sauer, North Barrington; and D. Parro, Tower Lakes. Members absent: South Barrington. Staff present was: L. Peterson. Others present: M. Bradford-White and P. Conover.

The Board meeting was called to order by Chairperson Gifford at 7:07 P.M.

Minutes
Abboud moved and Darch seconded to approve the Minutes of the February 27, 2007 meeting. Motion passed unanimously.

Treasurer's Report
Motion to approve the March 20, 2007 Treasurer's Report was unanimously approved by roll call vote following a motion by Sauer and second by Abboud.

Public Comment/Community Report
CUSD 220 Early Learning Referendum: Paul Conover, member of the CUSD 220 Early Learning Referendum Committee, spoke to the board about the referendum which will be on the April 17th ballot. Abboud commented that municipal government cannot take a position on referenda. Mike Ryan entered the meeting. Conover talked about the early childhood program, the condition of the current facility where the program is housed, needs, options that were considered, the referendum, and the proposed purchase of the Children's Health World building where the program will be moved if the referendum passes. Discussion was held on the options for financing the purchase, condition of the Health World building, communication from CUSD 220 and the district's project management.

Barrington Hills Conservation Trust Presentation

Mary Bradford-White, President, distributed information material and noted the organization is committed to preserving the Barrington area's rural, countryside character and natural environment by working with property owners. She gave a presentation on the history of the organization, its purpose and programs. She asked BACOG to endorse the mission of BHCT. BHCT is actively seeking an executive director. Agnoletti suggested having the executive director visit all of the member boards and plan commissions individually. Abboud moved and Richardson seconded to recognize the Barrington Hills Conservation Trust and its activity relative to the BACOG area, and to have the BHCT make further contact with BACOG members for information sharing and joint planning. Motion passed unanimously. Members agreed to forward copies of their comprehensive plans so BHCT and BACOG members can work jointly to identify potential areas for preservation.

Barrington Area Geographic Information System (BAGIS) - Users Names & Passwords
Update Report on BAGIS System: User Names and Site Access was distributed with the packet. Agnoletti reported user names and passwords were created for authorized users of the BAGIS internet mapping service (IMS) and talked about the parameters for usage of the system. She explained BACOG is bound by county agreements that restrict public access to their GIS data and she reviewed the procedure and consequences for abuse of the system developed by the BACOG GIS Committee. The committee stresses it is a privilege to have access to the IMS. Motion to accept the report and approve the recommendations of the BACOG GIS Committee was made by Abboud and seconded by Parro. Motion passed unanimously.

Agnoletti announced a presentation and training for the BAGIS IMS is scheduled for April 3rd: training for officials will be held from 6:00 p.m. - 8:00 p.m., and training for staff will be held earlier in the day from 3:00 p.m. to 5:00 p.m. After discussion, the board came to a consensus to invite authorized users to the training sessions.

Presidents' and Supervisors' Reports
Barrington Township: No report.
Lake Barrington: Richardson reported an advisory referendum will be on the April 17th ballot regarding a tax to acquire bonds to buy land in the village to preserve open space. Richardson commended Agnoletti's legislative work in Springfield.
Tower Lakes: Parro reported candidates for village board are running unopposed and that Acting Village President Brian Gidley is retiring. He will be replaced by long-time Village Clerk Kathleen Leitner who is running unopposed for Village President.
North Barrington: Sauer reported there are challengers for all of the village board positions. A comprehensive road maintenance program was developed by Gewalt Hamilton. The village is saving money on road maintenance through an early bidding process. Discussion was held on having road maintenance as a shared service amongst BACOG communities.
Deer Park: Gifford reported there are challengers for all of the village board positions.
Barrington: Darch reported village board candidates are running unopposed. She thanked members for participating in the March 3rd emergency management workshop. Darch talked about the status of HB 1500 Cable/Video Bill which is scheduled for its last hearing in the House Telecommunications Committee.
Barrington Hills: Abboud reported village board candidates are running unopposed. The police department was re-accredited by CALEA and it will be considered a "flagship" department if it gets two more accreditations. Garbage and refuse contracts are being reviewed. The village is working on its initiative to modify disconnection legislation. Senator Pamela Althoff is sponsoring Senate Bill 1493, and Rep. Jack Franks is sponsoring House Bill 3433. The village board approved hiring a lobbyist for the disconnection bills and BACOG bill.
Cuba Township: Trustee Rice thanked BACOG members for expressing their appreciation for the Cuba Township Highway Department.

Director's Report:
Agnoletti reported on the following:

  • March 3rd BACOG Legislative Luncheon: Agnoletti thanked Peterson for her work in putting the event together and noted it was effective having the Legislative Committee give the main presentation.
  • Lake County Municipal League: Chris Gentes, Executive Director, and Agnoletti discussed having a joint meeting on an issue that concerns both COGs. Discussion was held on possible topics and how it would be scheduled. There was not a consensus to pursue a joint meeting.
  • Grant Funding: Applications for two groundwater research grants were submitted. Agnoletti and Richardson will be meeting with Senator Durbin regarding support.
  • BAGIS IMS Training: Discussion was held on the timing of the training in relation to Election Day. The Board came to a consensus to have the training on April 3rd and to have a GIS Committee member train new officials after the election.
  • BACOG Lobby Day: Five BACOG members went to Springfield for Lobby Day on March 6 & 7. BACOG co-hosted a legislative dinner with the McHenry County Council of Governments. Agnoletti thanked Zukowski, Rogers, Flood and McArdle for hosting the reception and for drafting the BACOG bill.
  • Lobbyist Services: Agnoletti thanked Barrington Hills for retaining a lobbyist firm, Stricklin & Associates, on behalf of BACOG. She asked if members were interested in having the firm work on obtaining groundwater funding for an additional fee. Motion was made by Darch and seconded by Sauer to have the BACOG Legislative Committee evaluate funding for the lobbyist to work on groundwater funding. Motion passed unanimously.
  • Agnoletti reported status on the following legislation:
o HB1622 Muni CD - Planning: This bill is a BACOG initiative and is sponsored by Rep. Mark Beaubien. Agnoletti distributed the bill text and a fact sheet.
o SB1493/HB3433 Disconnection: These bills represent Barrington Hill's initiative.
o Gross Receipts Tax: Information regarding the bill was distributed and highlighted.
o HB 1750 Electric Rates: Discussion was held on the impacts and implications of the bill. Abboud talked about the electric industry and effects on rates. Motion was to have Abboud compose a letter of principles on behalf of BACOG regarding the electric industry and rates was made by Richardson and seconded by Darch. Motion passed unanimously.
o Lake County Proposed Smoking Ban: Agnoletti obtained BACOG members' positions for Lake County Board Member Steve Mountsier.
o Expansion of gaming facilities in Fox Lake & Waukegan: Members discussed their positions.

Adjournment of Executive Board Meeting

The Executive Board meeting was adjourned at 9:53 p.m. after a motion by Sauer and second by Abboud. Motion passed unanimously.
