Minutes of March 21, 2006 Barrington Area Council of Governments Executive Board at the Village Offices of Barrington Hills.
Members present were K. Darch, Barrington; R. Abboud, Barrington Hills; S. Gifford, Deer Park; D. Nelson, Cuba Township; L. Kuskowski, Tower Lakes; F. Munao, South Barrington. Members absent: North Barrington, Lake Barrington and Barrington Township. Staff present were: J. Agnoletti and L. Peterson. Others present: C. Duque.
The Board meeting was called to order by Chairperson Munao at 7:46 P.M.
Minutes Nelson moved and Abboud seconded the motion to approve the Minutes of the February 28, 2006 meeting. Motion passed unanimously.
Treasurer's Report The March 21, 2006 Treasurer's Report was unanimously approved by roll call vote following a motion by Gifford and second by Nelson.

Consideration of Resolution on Economic Development Activities Darch distributed and presented a proposed Resolution on Economic Development Activities. She requested BACOG members present the resolution to their respective boards to bring back for comment and discussion at the April BACOG meeting and then for a vote at the May BACOG meeting. Discussion was held on enforceability, hypothetical situations and how the resolution would apply to those situations and applicability. The item will be placed on the April agenda for discussion and comments.
Public Comment/Community Reports Clarisol Duque of Senator Dick Durbin's Chicago office introduced herself and explained she is the Northeastern Illinois municipal government liaison. She offered assistance to try and garner funding for local projects with a federal angle and BACOG members to provide her information about what is happening and to let her know how federal mandates and programs affect their respective entities. She advised that when approaching the Senator with a request to make sure there is a consensus regarding the project. She noted that writing and calling legislators do make a difference and that calls from mayors are important because they represent a large constituency. Abboud asked about health care insurance costs and offered to host a roundtable between BACOG and Senator Durbin on the topic. Munao raised the importance of water quality and asked about the availability of federal funding for projects like BACOG's groundwater research. Abboud suggested that the BACOG study could be a national model for groundwater research. Ms. Duque stated funding requests are currently being reviewed and that information and a request regarding the BACOG study should be sent to her office within the week.
Consideration of Resolution on Citizens For Conservation's 35th Anniversary The proposed resolution was distributed with the packet. Darch noted the Village of Barrington passed a resolution honoring CFC. Nelson moved and Gifford seconded the motion to approve the Resolution honoring Citizens for Conservation. Motion passed unanimously by voice vote. The Resolution will be presented to a representative of CFC at the April BACOG meeting.
Emergency Response Planning Session Program Darch proposed holding an Emergency Response Planning Summit at last month's meeting. She and Agnoletti have planned a program that is tentatively scheduled for May 6th from 9:00 a.m. - 12:00 p.m. Availability of the training room at the Barrington Public Safety Building will be checked for that date. Kevin Phillipps of Cook County EMA will give a presentation and facilitate the roundtable. Discussion was held on who should participate, objective of the meeting and the topics to be discussed. BACOG Executive Board members will be invited to the initial meeting. Agnoletti will send an email with final details after the date, time and location is confirmed.
Presidents' and Supervisors' Reports Tower Lakes: No report. Deer Park: No report. Barrington Hills: Abboud reported the village is continuing work with a groundwater study, the Duda - McHenry County Zoning Board of Appeals issue, and an intergovernmental agreement with Hoffman Estates. He thanked the Village of Barrington for their cooperation with a water agreement. The police department is acquiring a new communication system and advanced weapons. Video cameras that stream real time data have been installed in police vehicles and the auto-photo enforcement is moving forward. Barrington: Darch reported its police department will be acquiring real time cameras in its vehicles. She also acknowledged the water agreement with Barrington Hills. Darch presented her State of the Village address this month. A new Starbucks is opening on Route 14. The village will be getting a study back from the water consultant in April. Cuba Township: No report. South Barrington: No report.
Director's Report Agnoletti reported the following:
- AICP Live-Audio Conference re: Planning Law Review: 10-12 people have expressed interest in attending. More information will be distributed closer to the date of the June program when a location is confirmed.
- Home Rule Seminar: An offer was received from Zukowski, Flood, Rogers & McArdle to make a presentation. Staff had previously made a request to Dr. Banovetz of Northern Illinois University to be a speaker but he is not available in June. Local officials will be invited to attend the program.
- CDPC: A Town Hall Meeting on Underage Drinking funded by a SAMSA grant is being held on April 5th at Health World Children's Museum. The coalition will be running a newspaper column in local papers. The next meeting is scheduled for March 22nd.
- Legislation:
o Letters to legislators were sent to BACOG members last week. o SB3086 Eminent Domain bill passed through the Senate. o SB0094 Klaren bill from last session may be released this session.
- McHenry County: She noted issues with the Duda property and the 2020 Comprehensive Plan. Abboud noted disapproval by many communities of the process used to develop the 2020 plan.
Barrington Hills has spent $15,000 on groundwater analysis and may continue with analysis after finding there is less water available than they thought.
Committee Reports GIS Committee: Intermediate training is scheduled for April 4th from 1 p.m. - 5 p.m. Water Resources Committee: Draft maps were presented at the March 14th committee meeting. The committee anticipates a written report by the end of the summer. The Illinois State Geological Survey is willing to provide two people as advisors for the BACOG WRC. Agnoletti will be going to Champaign in April with the GIS technician and Dr. Thomsen to review the project and potential ISGS support with their staff. Future meetings of the committee will be scheduled on an as needed basis. Planning Group: Lake County and Village of Lake Zurich staff presented work from the Rt. 12 Corridor Planning Council work. The group is considering a similar process for the Rt. 14 corridor. Lake County may assist with the process once the group defines its direction.
Discussion was held on the Cook County smoking ban and compliance with the county ordinance. Darch mentioned NWMC is referring the question of the enforceability of county ordinances in municipalities to their attorney.
Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 9:30 p.m. after a motion by Kuskowski and second by Abboud. Motion passed unanimously.
