Minutes of November 27, 2007
Barrington Area Council of Governments Executive Board Meeting
at the Village Offices of Tower Lakes.

 

Members present were K. Darch, Barrington; R. Abboud, Barrington Hills; G. Dawson, Barrington Township; D. Nelson, Cuba Township; S. Gifford, Deer Park; K. Richardson, Lake Barrington; F. Munao, South Barrington; K. Leitner, Tower Lakes.  Members absent: North Barrington. Staff present were: J. Agnoletti and L. Peterson.  Others present: B. Battle and P. Mortimer.

The Board meeting was called to order by Chairperson Dawson at 7:04 P.M.  

Minutes

Minutes of the October 23, 2007 meeting were distributed with the packet.  Nelson moved and Abboud seconded to approve the minutes of the October 23, 2007 meeting.  Motion passed unanimously. 

Treasurer’s Report

The November 2007 Treasurer’s Report was distributed with the packet.  Motion to approve the November 27, 2007 Treasurer’s Report was unanimously approved by roll call vote following a motion by Gifford and second by Nelson.

Public Comment/Community Reports

CUSD 220:  Board President Brian Battle reported the BHS soccer team won the state championship.  The district is examining the potential impacts from the purchase of the EJ&E.  Battle presented a PowerPoint presentation based on a local newspaper’s series on School Finance 101.  Battle gave his perspective and presented an analysis of CUSD 220 based on each part of the series that was published since the last BACOG meeting.  Richardson and Munao entered the meeting.  Battle distributed the housing projections provided by BACOG member staff for the district demographic study.  He asked BACOG members to review and confirm the figures.  The board agreed to schedule time on the next agenda to review the community demographic projections.

Distribution of Audit Report

Peterson distributed the audit report.  Motion by Gifford, second by Richardson to accept for consideration the audit report for the year ending June 30, 2007 passed unanimously.  Agnoletti asked BACOG members to review the report with their respective boards.  The item will be on the January agenda to accept the report as an official record of BACOG.

Integrated Management Plan for Fox River Watershed – Presentation/Resolution: Fox River Ecosystem Partnership (FREP)

FREP will give the presentation at the January 22, 2008 Board meeting.

Flint Creek Watershed Partnership Action Plan – Presentation

Patsy Mortimer, FCWP Coordinator, gave a PowerPoint presentation of the Flint Creek Watershed Partnership Action Plan.  The Action Plan Summary was distributed. BACOG is a stakeholder in the partnership with other area organizations and municipalities.  The presentation explained what a watershed based plan is and the USEPA requirements for the plan to address non-point source pollution to improve water quality.  It outlined the characteristics and assessment of the Flint Creek Watershed and its sub-watersheds, and highlighted the goals, objectives and action items of the prioritized plan.  BACOG will provide copies to the South Barrington Conservancy Commission pursuant to Munao’s request.  Abboud exited the meeting.  The public comment hearing is being held at the Village of Barrington tomorrow evening at 7 p.m.

Agnoletti noted she attended the Conservation 2000 meeting yesterday.  The State has not yet decided on funding allocations for this year’s program.  Rules for the allocation of grant funding are being examined, and Agnoletti will submit comments asking for consideration of groundwater projects.

BACOG Legislative Event Report – November 30th Legislative Breakfast

Peterson reported state legislators have been called back to Springfield for a special session tomorrow.  The uncertainty of how long the session will go resulted in   cancellations by our legislators.  The Legislative Committee came to a consensus to cancel the event.  BACOG staff will send notification to the member administrators and contact the people who RSVP’d they would attend.  Agnoletti stated BACOG is planning a joint event with the Lake County Municipal League for Winter 2008.  Invitations will be mailed to BACOG officials when details are confirmed.

Committee Recommendation:  BACOG 2008 Legislative Platform

Agnoletti distributed and reviewed the draft platform.  She requested members review the platform with their respective boards.  The item will be on the January BACOG agenda for adoption.  Motion by Leitner, second by Nelson, for the BACOG Board to accept the Legislative Committee recommendation and to refer for consideration by the member boards passed unanimously.

Director’s and Committee Reports

Agnoletti distributed her draft report.  She will email the final report for distribution to member boards tomorrow.  She highlighted the following from her report:

  • BACOG Annual Dinner – November 3rd:  Agnoletti thanked Darch for her assistance in planning the event. 
  • Legislative Issues
    • Legislative Action Report reviewing this year’s legislative action is attached to this month’s Director’s Report.  She thanked Peterson for her assistance in preparing the report.
  • BAGIS
  • Land Use / Rail
  • Programs/Workshops:  “What’s Your Development Plan?” interactive workshop conducted by the Metropolitan Planning Council is scheduled for January 29th at 7:00 p.m. at the Barrington Public Safety Building. Discussion was held on inviting other COGs and communities to the event.  Staff will invite McHenry County Council of Governments to the event.

Presidents’ and Supervisors’ Reports

South Barrington:  No report.

Cuba Township:  No report.

Barrington Township:  No report.

Barrington Hills:  Dawson reported on behalf of Abboud that the village passed it’s budget.

Lake Barrington:  Richardson reported construction of the athletic center began this month.

Tower Lakes:  Leitner thanked Richardson and Sauer for the intergovernmental agreement to have the Tower Lakes Police Department provide traffic control at North Barrington School.  

Deer Park:  Gifford reported the village is holding town hall meetings in December and January regarding the ½% sales tax increase referendum for roads and infrastructure that will be on the February ballot.  He announced the Lake Zurich High School football team is the Class 7A state champions.  Deer Park Towne Center kicked off the holiday season with fireworks and Santa’s arrival.

Barrington:  Darch reported the village is having its tree lighting ceremony at Cook & Main on December 1st.  She reported Jimmy Johns, Tropical Smoothies, Quiznos and Subway are opening.  Business Week ranked Barrington 25th in the top 50 Kid-Friendly Communities in the Country.  Darch updated the board regarding the Canadian National acquisition of the EJ&E.  The STB is requiring an environmental impact study.

Adjournment

The Executive Board meeting was adjourned at 9:15 p.m. after a motion by Nelsonand second by Leitner.  Motion passed unanimously.
