Minutes of October 24, 2006 Barrington Area Council of Governments Executive Board Meeting at the Cuba Township Office.
Members
present were K. Darch, Barrington; G. Dawson, Barrington Township; B.
Abboud, Barrington Hills; S. Gifford, Deer Park; D. Nelson, Cuba
Township; K. Richardson, Lake Barrington; B. Sauer, North Barrington;
F. Munao, South Barrington; and D. Parro, Tower Lakes. Staff present
was: J. Agnoletti. Absent: L. Peterson. Others present: Sen. Pamela
Althoff, Rep. Mark Beaubien, and Rep. Mike Tryon.
The Board meeting was called to order by Chairperson Gifford at 7:10 P.M.
Minutes Dawson moved and Abboud seconded to approve the Minutes of the September 26, 2006 meeting. Motion passed unanimously.
The Board shares their condolences with Loretta Peterson and her family.
Treasurer's Report Motion
to approve the October 24, 2006 Treasurer's Report was unanimously
approved by roll call vote following a motion by Nelson and second by
Dawson.
Annual Audit --Acceptance Motion to accept the
Audit for fiscal year ending June 30, 2006 was unanimously approved
following a motion by Darch and second by Abboud.
Conversation with State Legislators Agnoletti
introduced State Senator Pamela Althoff, and State Representatives Mark
Beaubien and Mike Tryon. Rep. Mark Beaubien noted there will probably
not be any bills coming into the veto session that would affect BACOG
communities. Munao entered the meeting. BACOG members and the state
legislators discussed issues and bills of interest including: Deferred
retirement option plan (DROP), Local Government Consolidation
Commission, affordable housing, transportation, ethics proposal,
education funding, and educating the public regarding issues. Abboud
exited the meeting. Agnoletti distributed an information sheet
regarding DROP. Rep. Beaubien provided a report on the state budget.
The Board requested BACOG staff to scan and email the report to them.
Agnoletti
distributed information regarding the changes to the Open Meetings Act.
She indicated officials should be careful about emails so as not to be
contemporaneous; and that each governmental entity needs to do an
ordinance regarding electronic attendance if they plan to allow it.
Their attorneys should have model ordinances. There is no interest at
this time to have a workshop regarding recent changes.
Public Comment/Community Reports None.
Presidents' and Supervisors' Reports Tower
Lakes: Trustee Parro invited members to the dedication ceremony for the
Leonard J. Kuskowski Bike and Walking Path which is being held on
Saturday, October 28th at 3:00 p.m. The new pathway and bridge is being
named in honor of the former village president. Barrington Township: No report. Cuba Township: No report. Lake
Barrington: Richardson reported the village is continuing its efforts
with the clean up of a closed salvage yard in unincorporated Wauconda
Township. South Barrington: Munao reported about his past concern
regarding the lack of information regarding pharmaceutical distribution
for a pandemic or bio-terrorism situation. He has been meeting with
Barrington and Barrington Hills to discuss the point of distribution. Barrington:
Darch reported the village is negotiating with fire and police and has
completed its biennial budget. The village is working with the Hummel
Group to develop a three-story mixed-use building on the former Citgo
station property at Hough and Main Streets. Darch reported on downtown
businesses. She extended an invitation to members to attend the
November 4th emergency response management summit that is focusing on
pandemic flu situations. North Barrington: Sauer stated Village
Administrator Judy Janus and the Environmental Board Chairperson have
resigned. Village Clerk Kathy Nelander will be taking over as Village
Administrator. He reported on the increased salt levels in Honey Lake.
The village is doing a flyover to assess the deer population. Deer Park: No report.
Director's Report Agnoletti reported the following:
- Lake Zurich Rural Fire Protection District 9/21/06 Emergency Management
Planning Meeting: The district does not have the Videos/DVD's ready for
distribution.
- Community Drug Prevention Coalition (CDPC): A
committee of the Lake County Police Chiefs Association will be looking
at a party host ordinances in the county.
Committee Reports Planning Group: The group met with a consultant at its last meeting and will continue with improvement strategy. Legislative
Committee: The committee is developing the legislative platform and one
possible BACOG initiative. The platform will be presented at the
November meeting. Agnoletti advised members to schedule it for
consideration by their respective boards at their first meeting after
November 28th.
Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 8:30 p.m. after a motion by Nelson and second by Parro. Motion passed unanimously.
