No Reductions to the Local Government Distributive Fund (LGDF)

The General Assembly adjourned late Tuesday, May 31st.  The State budget was passed and the Budget Implementation Act (SB 335 House Amendment #2) was passed as well.  Both bills have been sent to Governor Quinn for signature.

Thank you to our Legislators for preserving the income tax sent to cities through the Local Government Distributive Fund.    


The Illinois Legislature is seriously considering taking money away from municipalities.   The state budget deficit has left state legislators looking to find revenue sources to close the budget hole.   Proposals to divert state-collected local government revenues away from local communities and toward the state budget deficit are being discussed.

Municipalities use these funds to provided local services such as maintained roads, clean water, and fire and police protection.  There are no alternate revenue sources to which a municipality can turn -- other than new taxes -- and losing this revenue will have significant consequences on municipalities and their ability to provide vital services to residents.

The Barrington Area Council of Governments (BACOG) passed a Resolution Opposing the Proposed Reduction of State Collected Revenues by the State of Illinois at the BACOG Executive Board meeting on April 26, 2011.  BACOG and its members' resolutions on this issue are below for reference purposes:

On May 17, 2011, a number of Mayors and Village Presidents across the state of Illinois sent a letter to Governor Quinn to express opposition to the reduction of state shared revenues.  Please click here to view the letter.  


BACOG Members have been actively working to get the message out on the importance of protecting our state-collected local government revenues and the impact of their loss locally.  Activities have included a teleconference call with State Senators Pamela Althoff (32nd District) and Suzi Schmidt (31st District); an editorial board meeting together with McHenry County Council of Governments (MCCG) with the Northwest Herald newspaper; and an editorial board meeting with the Pioneer Press.



On Wednesday, April 13, mayors from throughout Illinois attended a Statehouse press conference to discuss the preservation of state-collected local government revenue.  The press conference was held in conjunction with the Illinois Municipal League's Legislative Day.  The mayors voiced their strong opposition to proposals to divert state-collected local government revenues toward the state's budget deficit.
