Minutes of September 26, 2006 Barrington Area Council of Governments Executive Board at the Village Offices of Lake Barrington.
Members
present were K. Darch, Barrington; G. Dawson, Barrington Township; B.
Abboud, Barrington Hills; S. Gifford, Deer Park; D. Nelson, Cuba
Township; K. Richardson, Lake Barrington; B. Sauer, North Barrington;
and J. Abbate, South Barrington. Members absent: Tower Lakes. Staff
present were: J. Agnoletti and L. Peterson.
The Board meeting was called to order by Chairperson Gifford at 7:05 P.M.
Minutes Nelson moved and Dawson seconded to approve the Minutes of the August 22, 2006 meeting. Motion passed unanimously.
Treasurer's Report Darch
entered the meeting. Motion to approve the September 26, 2006
Treasurer's Report was unanimously approved by roll call vote following
a motion by Abboud and second by Sauer.
Distribution of Audit The Audit Report was distributed to members. The Board will vote to accept the audit at the October meeting.
Public Comment/Community Reports None.
Halloween Hours A
memo was distributed with the packet. Gifford indicated the Deer Park
Board already set its Halloween trick or treating hours from 3 p.m. to
8 p.m. Motion by Sauer, second by Nelson to approve the BACOG Halloween
hours from 3 p.m. to 7 p.m. was passed unanimously by voice vote.
Emergency Preparedness Fall Program Agnoletti
indicated Lake Zurich Rural Fire Protection District Chief Terry
Mastandrea offered to present a summary of the September 21st Pandemic
Emergency Management meeting. BACOG staff was directed to request a
copy of the PowerPoint presentation and videotape of the program for
each member. Darch stated the village is working on plans to host an
informational program and roundtable discussion regarding pandemic
situation emergency response for area local governments and other
entities including hospitals, schools, police and fire. Barrington will
host and plan the event with BACOG coordinating communication with
BACOG members.
AT&T Project Lightspeed Agnoletti reported
Marc Blakeman of AT&T offered to have a discussion with BACOG
members regarding an intergovernmental agreement with BACOG members and
MOUs for AT&T's Project Lightspeed. Discussion was held on how to
proceed with the request, in light of AT&T's articulated plans to
have built infracstructure in this area by 2008. Agnoletti will
communicate with Blakeman that there is not enough interest to proceed
at this time.
Groundwater Funding Strategy Agnoletti reported
the GIS Analyst is nearing completion of the analysis of the area's
well logs, and Dr. Kurt Thomsen, the environmental consultant who
volunteers as the chief advisor to the Water Resources Committee, is
completing the recharge analysis. The next components of the study are
determining a baseline of water quality, identifying sustainability of
resources at build-out and expanding the well volunteer network. She
has been advised by Sen. Durbin's liaison that BACOG needs to begin
processing the request for federal funding now for next fiscal year, as
the 2006 request did not move forward in the Senate. She is having a
meeting with Sen. Durbin's and Sen. Obama's liaisons to discuss the
request. Agnoletti reviewed the parameters of the request with the
Board and she asked the board for their active support. Discussion was
held on the needs for the study, the amount of the grant, and strategy
for requesting the grant. Richardson and Gifford will attend the
meeting with the Senators' staff and Agnoletti.
Presidents' and Supervisors' Reports Barrington Township: No report. Barrington:
Darch reported the village is beginning work on its biennial budget for
Fiscal Years 2007 and 2008 and that interviews for the development of
the Citgo property begin this week. Barrington Hills: Abboud noted
the village launched surveys and had public hearings regarding two
issues: 1) 25 mph speed limit on village roads, and 2) cell towers. The
village is attempting to meet with the Barrington Farms developer.
Barrington Hills, South Barrington and Hoffman Estates are meeting to
discuss the area at Rt. 72 and Rt. 59. Approximately 3,000 acres of
Cook County Forest Preserve is being annexed. The village is contacting
the Mayor's office regarding interest in having the 2016 Olympic Games
equestrian events in Barrington Hills. The village is switching its
fiscal year to a calendar year system. Police department wages are
being reviewed. Deer Park: Gifford reported he noticed at the Lake
County Transportation Summit the lack of projects proposed for the
Southwest corner of Lake County. He and Sauer summarized the vote for
the Rt. 53 extension. The new Village Administrator, Jim Connors,
started on September 11th. The village will not pursue a village wide
smoking ban. Lake Barrington: Richardson reported public hearings
for the comprehensive plan update are scheduled for this week. The
village is working with the IEPA with the clean up of a closed salvage
yard in unincorporated Wauconda Township. He commended the Sierra Club
as a wonderful partner and recommended BACOG work with Dr. Skudrud, who
is an environmental scientist. Richardson recounted the environmental
review process for the Tallgrass residential subdivision. He invited
members to be his guest at the Council of Urban Affairs dinner on
October 12th. North Barrington: Sauer stated the village is working
on its 10 year road program and recounted the village's experience with
requesting data from previous road planning work from its engineering
consultant. He advised members to include language in contracts
regarding ownership of data and to have public data from consultant
work stored on-site at the village or township office or at a public,
not private location such as a public server. He asked members to
contact him if they have a data storage site available to share. The
lot coverage issue has ended. The village is conducting a survey on
leaf burning. North Barrington is working with Lake Zurich to reduce
the amount of salt used in the commercial corridor along Rt. 12 that
backs up to the wetlands that feed Honey Lake. Honey Lake's salt level
has increased 400% since 1998. Cuba Township: Nelson announced the Fall Festival is at the Grove property on October 14th from 1 to 5 p.m. South
Barrington: Trustee Abbate reported the village is addressing masonry
built mailboxes and that progress continues on the shopping center and
the Woods of Barrington.
Director's Report Agnoletti reported the following:
- University of IL Extension Service- Update on Legislative Issues
Teleconference: Six of the ten people who RSVP'd attended the seminar
last week. State and federal legislation affecting counties, townships
and municipalities were reviewed.
- Healthier Barrington Project -
9/27/06 Emergency Preparedness Program: Agnoletti gave highlights on
the program agenda and mentioned she will be introducing tomorrow
evening's program.
- Agnoletti, Dr. Thomsen and Connie Pokorny, GIS
Analyst, met with the ISGS at Deer Park last week to review BACOG's
protocol and maps for recharge.
- Flint Creek Partners: The group is
applying for a 319 grant to update the action plan. BACOG has signed
onto the application as a partner and pledged in-kind support.
- Transportation: Agnoletti has been working with North Barrington
Trustee Jim Moran regarding BAGIS application to the village road plan.
She facilitated a presentation given by Barrington Hills to North
Barrington on its road program. Sauer encouraged members to use BAGIS
as their platform and storage location for other village or township
work such as road programs, and recommended that members begin to use
the same standards across the board. Discussion was held on having set
comparison points or relative standards in BAGIS for the BACOG region
for greater efficiencies and possible opportunities for cost sharing
between entities for maintenance projects. Discussion was held on
obtaining vertical markers for the BACOG area, a goal Agnoletti has
been pursuing with IDOT and the ISGS.
- ESRI Grant Opportunity:
Agnoletti reported on an opportunity for a grant to create an ArcIMS
system and for a server through BACOG, as was demonstrated at last
month's meeting. She reviewed how an internet mapping system works and
how it would benefit members.
Committee Reports Legislative
Committee: The committee met on September 21st. Agnoletti stated the
DROP bill will probably be addressed in veto session and that the
committee decided to investigate working with NWMC and MCOG to write a
letter and talk to local papers regarding an editorial. Legislation
mirroring the COPE Act might be introduced at the state level.
Agnoletti distributed copies of the IML's Broadband and DROP Bill
Resolutions. The next meetings will focus on developing the 2007
Legislative Platform. Agnoletti asked members to contact her with their
legislative issues. GIS Committee: The committee is meeting on
September 28th to develop a concept for the ESRI grant. Work on the
BAGIS update will be delayed about two months, or until results of the
grant are released.
Agnoletti distributed an invitation from
Zukowksi, Rogers, Flood & McArdle to an October 3, 2006 lunch
program regarding Electric Utility Deregulation and purchase of
electric power.
Discussion was held on having Marc Blakeman of
AT&T give another presentation regarding Project Lightspeed. It was
concluded that since nothing has changed, a presentation is not
necessary.
Dawson noted a bill will be introduced during the
veto session to extend the December 2006 due date of the report by the
Local Government Consolidation Commission. The commission had its
second meeting in August. He noted Illinois has the largest group of
governments in the U.S. and that the commission was created to look at
streamlining the state's governmental structure. All levels of
government are being examined.
Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 8:45 p.m. after a motion by Sauer and second by Nelson. Motion passed unanimously.
