Minutes of September 27, 2005 Barrington Area Council of Governments Executive Board at the Village Offices of North Barrington.
Members present were K. Darch, Barrington; R. G. Abboud, Barrington Hills; S. Gifford, Deer Park; J. VonderHaar, Lake Barrington; A. Rice, Cuba Township; B. Sauer, North Barrington; M. Ryan, Barrington Township; F. Munao, South Barrington; and L. Kuskowski, Tower Lakes. Staff present were: J. Agnoletti and L. Peterson. Others present: P. Mortimer.
The Board meeting was called to order by Chairperson Munao at 7:37 P.M.
Minutes Gifford moved and Sauer seconded the motion to approve the Minutes of the August 23, 2005 meeting. Motion carried unanimously by voice vote.
Treasurer's Report The September 27, 2005 Treasurer's Report was unanimously approved by roll call vote following a motion by Gifford and second by Abboud.
Director's Remarks on Council Meetings Agnoletti has set a goal to end the meetings no later than 9:30 - 10:00 p.m. and asked the members to help keep this goal.
Public Comment/Community Reports Flint Creek Partnership: Patsy Mortimer of CFC distributed a press release and maps of the Flint Creek Watershed in the Barrington area. She noted BACOG, BADC, CFC, the Village of Barrington and most recently, the Village of North Barrington have partnered together to address restoration projects along Flint Creek. The partnership will be sending letters to other local governments that contain Flint Creek to join the partnership. Gifford relayed concern over the NICOR drilling in the BACOG area and problems with frac-outs. Abboud suggested a representative go before the McHenry Board to express concern over spray water land application treatment that is being proposed for a new development that could have adversely affect the Flint Creek watershed.

Middle School Liaison Officer Shared Cost Proposal-Member Reports Members reported status as follows:
Tower Lakes: On next Board agenda South Barrington: Had limited discussion. The village wanted to review the opinions of the other BACOG members and get a status on non-BACOG members. Darch indicated Inverness would be contributing. Agnoletti noted Hoffman Estates declined. Lake Barrington: Trustee VonderHaar reported it is not in their appropriations ordinance for the current fiscal year therefore it will discussed further in May during budget consideration for next year. Deer Park: Declined the proposal North Barrington: Will contribute Barrington Hills: The board discussed the proposal but has not voted on it yet. Cuba Township: Will contribute Barrington Township: Trustee Ryan did not attend the last township meeting.
Darch noted the cost allocation to members would be re-evaluated when a new middle school is built based on all school locations. Agnoletti will place this item on the next agenda.
Halloween Hours A memo was included in the packet. Gifford moved to recommend the day and hours with each village to consider adding the porch light language as noted in the memo. Darch seconded the motion. Motion passed unanimously by voice vote.
Community Drug Prevention Coalition (CDPC) Report Agnoletti reported on progress being made by the coalition and activities that are planned in the next few months including an awareness kickoff during Red Ribbon Week and a parent survey regarding perceptions of teen drug, alcohol and tobacco use that will be distributed in January to parents of middle school and high school in CUSD 220. Agnoletti has been spending a lot of time facilitating the group and she noted that in the future when the coalition becomes formally organized, BACOG will allow the new board to takeover the administrative role.
Presidents' and Supervisors' Reports Barrington Township: No report. Barrington Hills: Abboud noted roadwork is almost completed. The moratorium on new subdivisions has been extended to the end of the year while the village rebuilds its comp plan with Teska & Associates. He reported on development issues and work with other government entities. He is working with BACOG and the IML regarding introducing legislation to have county government work cooperatively with municipal government regarding proposed developments. Efforts continue on converting an area of Barrington Hills within CUSD 300 to CUSD 220. Abboud was appointed Chairman of the McHenry County Council of Government Legislative Committee. The village is working on regional transportation and supports the Bolz Road Bridge project. Tower Lakes: Kuskowski reported two new plan commissioners were appointed. The SSA bonds for the water system were refinanced. He reported and distributed information regarding the Lake County Transportation Summit that he attended. He indicated the eastern half of the county had more supporters at the meeting, so roadwork in the Southwest corner of the county was not marked as a priority. Barrington: Darch reported an IDOT official stated at the Metropolitan Mayors Caucus meeting that Rt. 53 would not be extended due to lack of funding and opposition to its construction. BACOG will check with IML to see if there is a list of statutorial duties available pursuant to Darch's request. The Village and Barrington Countryside Fire Protection District signed an intergovernmental agreement. She reviewed the water conservation ordinance. North Barrington: Sauer reported that the village is in the midst of its road program which is one of the largest in 15 years. The village engineer is incorporating BAGIS into the road program. The trial regarding the resident who was fined for cutting down trees without a permit is completed and the village changed banking institutions. South Barrington: No report. Deer Park: Gifford reported work on the barn should be completed by January. It will be available for rent for private parties and is going to be used as an IDNR information center for this area. Gifford commended the volunteers of the Vehe Farm Foundation. A new development that will include 73 residential units is being proposed. He reported on the spillage into area wetlands and a fish hatchery as a result of NiCor's drilling. He cautioned members should make sure NiCor has a plan to deal with spill outs and accidents if work is being done in their area. Gifford met with an IDHA representative regarding the AHPAA and concern over the requirement for complying would continually change whenever new development was built. He was told it is not going to be reviewed annually. Abboud mentioned Barrington Hills will respond to the Act and noted they cannot comply based on certain criteria. Lake Barrington: Trustee VonderHaar reported the village hired a consultant for their comprehensive plan update which is kicking off October 8th. The update will concentrate on the Rt. 14 corridor and Pepper Road areas. She reported on two gated communities: Honeybee Hills with 71 residential units is in the plan commission stage and The Enclave is progressing. The bridge at Kelsey Road is going to be rebuilt. The SSA #3 bonds are being refinanced. Representatives from Wauconda and Lake Barrington will be picking out locations for four monitoring wells. Cuba Township: Trustee Rice announced the Fall Festival is on October 8th at the township office. A video camera has been installed at White Cemetery - video can be observed online that shows the cemetery is not haunted.
Director's Report Agnoletti reported the following:
- Former Deer Park staff member Deb Karl passed away over the weekend.
- Plan Commission/ZBA Training Program was well attended and feedback was very favorable. Kuskowski noted he received good feedback. Representatives from B & F Technical Code and Zukowski, Rogers, Flood & McArdle (ZRFM) were the presenters. ZRFM provided dinner for the attendees. Officials from BACOG and McHenry County Council of Governments (MCOG) attended the program. Abboud reported BACOG is well respected at MCOG.
Committee Reports Agnoletti reported on the following: GIS Committee: The draft version of BAGIS 5 should be ready for review at the beginning of November. The final version is expected to be ready for distribution at the end of November. WRC Committee: A brief status report to the WRC was copied to the village presidents and township supervisors. Legislative Committee: Invitations were mailed to all BACOG members, trustees, PC and ZBA members for the Oct. 7th State of the Region legislative breakfast that is being co-hosted with the Barrington Area Chamber of Commerce. Ken Alderson, Executive Director, Illinois Municipal League is the keynote speaker for the event. Agnoletti mentioned officials from the same entity should not all sit at the same table. She will give members questions to ask at the breakfast in case of down time. Agnoletti reviewed her participation in and efforts by two IML sponsored groups discussing eminent domain and AHPAA. Agnoletti reviewed bills of interest that may be introduced during veto session which begins at the end of October.
Adjournment of Executive Board Meeting The Executive Board meeting was adjourned at 9:40 p.m. after a motion by Kuskowski and second by Gifford. Motion passed unanimously.
